I basically like your changes.

It does render one block ol code redundant, so I remomed it. Also, I
reorganized process areguents to reflect the logic you/we outlined:

if (INTEGER comparison)
else if ( STRING comparision flag set)
else if (REGEX comparison flag set)
else ( existence/nonexistence)

The down side of that is CVS sees it as a major change. Actually, it's
not.

Anyway, maybe we're converging to releaseable code.
