[Nagiosplug-devel] INSTALL and INSTALLING

No idea about why there are two files.
The -I lib was for grabbing .m4 files. This was originally for 
getloadavg.m4, but Karl came up with another method in configure.in 
instead of using the .m4. I suggest leaving it in for future m4 
inclusions.
