The branch could have been tagged r1_3_x - but since the brach was the
same point as the 1.3.0 release, I elected to call the branch afetr the
release.

The next bug-fix release will be 1.3.1 -- it will be created from the
r1_3_0 brachs and will be tagged as r1_3_1 (but it will not be a branch.
If a bug fix release is required after that, it will also be created on
the r1_3_0 branch and will be called 1.3.2

Make sense?

If I follow your suggestion, we would need to decide in advance exactly
how many bug fix releases might be allowed on a particualr stable
branch, which seems difficult.
