these patches add a certificate check for check_simap and 
check_spop. 

this also adds a new check for nntps

this also requires adding to configure.in:

check_tcp_ssl="check_simap check_spop check_nntps"

patches agains nagios-plugins-1.3.1
built on Solaris 9 w/ Forte Developer 7 C 5.4
