So does the ping program, which is forked by the check_ping plugin. Root 
  privileges are required for access to raw sockets on most systems, 
although some have quirks to get around it for ICMP traffic, and it's 
also possible to do TCP Connect and TCP SYN pings, but that's a bit 
different and somewhat obscure.
