Initial Comment:
do the utils.pm substitution AFTER path based   
substitution otherwise if 'nagios' is in $PATH 
somewhy, then wrong perl library path is   
substituted to perl programs.

just to encourage somebody to apply this. it's safe fix.  
it's almost getting year old patch in PLD Linux :)   
 
to reproduce: try configuring nagios-plugins with /usr/sbin 
in your $PATH (ie location where nagios is installed)
