Summary: check_mail_loop timing problem in 1.4.2

Initial Comment:
The check_mail_loop script may not do what it should
under all circumstances, especially when the mail
server and connection is so fast that the mail is sent
and received in the same execution of the script.
Remedy: switch the send/receive sections.
Like that, the mail is sent, and only received the next
time the script is run, which will also make sure the
stat file is correctly updated...
I guess that is what the "# ..." part of the code
wanted to address :)
