An NTP server selects the time synchronization source(s) using multiple
steps.  In a nutshell, it first selects the so-called "truechimers" from
among the reachable time sources (leaving behind the "falsetickers") and
then uses another algorithm to cast off statistical outliers from the
truechimers so that usually no more than a few "survivors" remain as
synchronization sources (this is configurable) .  Your patch checks the
number of these survivors, not the (possibly larger) number of truechimers
available to the NTP server.  However, the latter number is the one an NTP
admin will usually worry about, as this is the number of time sources
considered usable.

Therefore, the next check_ntp_peer release will provide "-m" and "-n"
options which allow for checking the number of truechimers.  If you're
interested in testing this feature, please try the development snapshot:
