[nagios-plugins] rpmbuild for 1.5 fails (#1217)

I was able to disable the plugins-root and plugins-scripts to bypass the aforementioned errors. However, now it can't find ibnpcommon.a

It appears this was added to the makefile recently so the latest commit seems to have broken the rpmbuild process.

RPM build errors:
    File not found: /home/user/rpm/BUILDROOT/nagios-plugins-1.5-1.x86_64/usr/lib/nagios/plugins/libnpcommon.a
