check_radius: please support FreeRADIUS client library (#1231)

Please add support for the FreeRADIUS client library[1]. In Debian the
radiusclient-ng package will be removed[2] soon and super-seeded by
freeradius-client, so this will be a problem.

Asterisk has a ticket[3] for a migration and also a patch[4] available for
this. They describe the problem:

"The API is 99% compatible but: * the header name has changed * the library
name has changed * the configuration file location has changed"
