check_dig: expected answer is now incasesensitive (#1386)

The `strcasestr(3)` function is non-standard, so we must add the
[appropriate Gnulib module][1] (as I [mentioned][2] in #1233).	I can do
that for the 2.2 release, just didn't get to that yet.
