Summary: New check_file_age plugin submission

Initial Comment:
This plugin checks a file to make sure it's been
updated recently.  Useful for monitoring servers that
periodically update a status file, or for making sure a
log is being written to as expected.  The plugin can
also optionally make sure the file is longer than a
minimum size.
