Initial Comment:
This a Win32 specific plugin designed to run under
NRPE_NT or similar agents.  It requires win32 perl
(tested under Activestate Perl 5.8).  Requires utils.pm
to be present.

The plugin queries local or remote server for entries
in a specified Event Log within a recent past
(specified as the number of backtrack second).  You can
perform regex matches on Source/EventType/EventID or
the log message itself. Optionally you can force a
CRITICAL if any matches succeed.
