[monitoring-plugins/monitoring-plugins] Update spec file (#1283)

"+Summary: Host/service/network monitoring program plugins for
Sensu/Icinga/Nagios etc" I know at least 10 different programs that can use
nagios compatible plugins. Is the choice of Sensu and Icinga because they
do not come with their own base plugin package and use monitoring-plugins
set in Fedora or Centos? Are there other programs like that which have
monitoring-plugins as dependency?
