What versions OS/autotool are you running?  You can ignore the 
debian/rules error.

I have not had any problems with RH7.2/autoconf 2.13

Note there is a slight problem with the perl plugins in 
nagiosplug/plugins-scripts for embedded perl which should be fixed later 
today..
