[Nagiosplug-help] check http string not found seems to give incorrect response

here is the command i run:

check_http -I 172.16.0.1 -u /some/page -p 1402 -s 'UP'


if the server returns "UP" string check_http correctly returns "OK".  but if
the server returns any other string, according to --help page for check_http
it is supposed to return "STATE_WARNING" but instead it returns "CRITICAL". 
in fact I have tried not just the -s switch but also the -r switch and I can
never get check_http to return STATE_WARNING when server does not respond
with expected string.
