Nagios do not log the state on every service check, but rather when a
state change (and when the output change with state stalking).

According to the output below your report has SOFT states disabled (SOFT
states are non-OK results less than max_check_attempts). Since a
recovery for a SOFT state is also a SOFT recovery you don't see it,
hence the "uncomplete" ranges. This *do not* affect the accuracy of the
report; it's merely a glitch.

I don't know it there's a "better" way of enabling soft states... The
way I do it is:

1. Click on the graph bar - you end up in the alert histogram
2. Click on the availability report link again
3. If soft states are still disabled, look for this in the URL:
  includesoftstates=no
and change it to
  includesoftstates=yes
