Well, interestingly check_http do not use (yet) the official
nagios-plugins format. Patching that isn't too hard though and would
give you the ability ot specify fractions of seconds. I guess it would
be possible to have it done for the next plugins release.

In the mean time, you can use your favourite scripting language to write
a check, or look at http://exchange.nagios.org/ for a plugin that works
for you.
