Requesting for a plugin

We are in process of configuring a new alert.


Requirement: User provided a link(Ex: http://www.google.com).<http://www.google.com> The user named Srinija has some tasks in her basket in this URL.


Is there any possible way or plugin to find the count of assigned tasks to a person pf a URL. Please help me on this.
