i actually meant "all development will cease", and that users will
be advised to upgrade.  of course that doesn't stop of from committing
future critical updates if we deem it necessary.  my suggestion is that
once a 1.5 series is out, it immediately goes into bugfix only mode,
and takes the place of 1.4.

i'd say r1_5 should only be branched off when we're ready for a feature
freeze.  after that point, bugfixes and security updates only, and
everything else goes into HEAD.

yes, for at least all of the changes that i've committed.  i'll go
back through the cvs log and apply them to r1_4 in the next few days.
