[Nagiosplug-help] check_dhcp on same interface

I have been trying to get my dhcp server setup so that nagios is able to 
monitor if the dhcp server fails to hand out an ip.

Nagios and dhcpd are running on the same machine with a single interface. 

if I run check_dhcp -i iprb0 
all I get is ->  DHCP problem: No DHCPOFFERs were received.

I know the server is providing dhcp as we have a test modem that can connect.

Any suggestions or further information I can provide for suggestions?
