Does shell escaping not work here?  I.e. ...

/usr/local/nagios/check_by_ssh -H nagios3 -i /usr/local/nagios/.ssh/id_rsa -C "/usr/local/nagios/check_by_ssh -H nagios2 -i /usr/local/nagios/.ssh/id_rsa -C \"/usr/local/nagios/check_load -w 15,10,5 -c 30,25,20\""


If not I'd agree with the shell script wrappers suggestion.
