configure should spit out following message which makes the problem
clear:
	Get snmpget from http://net-snmp.sourceforge.net to make check_hpjd and
check_snmp plugins

The REQUIREMENTS file also lists plugin dependencies. It isn't that
clear though.

Of course, you can also pick your distribution's binary package.
check_snmp is an snmpget wrapper btw.
